Umm doesn't the Great Depression play into this a bit as well? We didn't really want to accept tons of refugees with the damn going on. In addition, 76% of our citizens in 1938 favored neutrality if war came to Europe. Perhaps they answered this way because they feared the repercussions could possibly lead to war?

Well, there are various factors that are different (but it's not like our economy is healthy). We weren't necessarily scared of terrorists among them, but we were scared of spying back then (hence Japanese and German internment here in the states).

I think it had to do with the fact that Jews were the refugees and they weren't really that popular here then.
