the Preamble isn't binding. its an explanation/summation of what comes next. they spell out what they mean by general welfare in the actual text of the Constitution, just like they do Justice, defense, and liberty.

and no, it doesn't include economic and social welfare issues.

you have to remember the Constitution was a LIMIT on government powers, not an blank license for the Government to do whatever. there is a reason Amendment* 9, rights retained by the people, comes before States rights.

And "Welfare" didn't have anything to do with food stamps, Section 8 housing or Medicaid.

Ironic that this must be pointed out to someone who keeps track of those he considers to have "reading comprehension" issues.

you proposed what you thought would be a political "gotcha". thinking the Rs wouldn't accept cuts to the military you have proposed accepting half the rate cuts for everything else. it was always someone else having to agree to more cuts, before you were willing to consider your own cuts.

if you actually cared about any of it, you wouldn't have started the heaviest with the item the Constitution calls for.
No gotcha to it. It's the perfect plan.

Who do you believe is actually more interested in reducing the size of government?
The right or the left?
Conservatives or liberals?

Avoid the copout, impossibility of an answer "they are EXACTLY the same".

Yes, that’s true. I would not underestimate the petty vindictiveness of the Democrats with regards to a Trump action, though.
It was petty to change it back to Benning and to make it seem like you were highlighting the service of someone in WWI that no one knew about. I am happy for Fred Benning getting recognition, but his name was used as a pawn in the grand scheme of things. Gen Moore had the same Distinguished Service Cross as Benning.

Nothing wrong with renaming a base after Moore, rename Meade after him.
