Then they should state the rule that way. It’s not how it’s written.
Most rules are vague and are up to a judgement call. Like what is holding? What is pass interference? What is roughing the passer?

That’s what can be so frustrating. It’s not an exact science and the judgement call of an official will always be apart of the game. It’s not like baseball where a majority of the decisions can be made by a robot or replay.

I suspect that the point he was making is that "backward/forward" would be relative to the player being tackled, and not relative to the direction of the play. i.e. Even if the defender spun the runner around and snatched them toward the endzone, they are still pulling the runner down backward (from an anatomical/safety perspective).

It's a player safety rule, and the advance of the ball doesn't factor in. The position the tackle puts the runner's body in does.

How many football games have you officiated? If none you should come join the ranks since you know more than everyone else. We have a shortage going on.
You can PUSH someone forward by grabbing them from behind. Relative to the horse wearing the collar, you cannot sling them forward by pulling them from behind. And isn't the rule all about the safety of the horse wearing the collar?

This Michigan situation is turning into a damn clown show...now Michigan accusing OSU and Rutgers of stealing their signs and giving to Purdue in Big Ten Championship game....Media predicting Harbaugh gets a big ass fine and a Suspension from Big Ten Commissioner......going come out smelling like a rose....NCAA once again going to take 5 years to rule on allegations...lol...

we need to make sure its exactly right, by over analyzing, all the data. We also have a team of 95 accountants, and 6 legal teams on retainer to review said 300 page reports once we present the documents to the committee on rules and infractions, which meets once a year in Delaware.

On a monday...

in december...
