It's already a legal process. The chancellor is fronting it, and she's very good at that. You don't write a letter like that without a legal strategy in play. And you don't go public without support behind you.
I'm curious how/why it was inevitable. The NCAA knows it's on dangerous footing per the courts. They should know that coming after UT as repeat offenders is basically, needlessly cornering a dangerous and wounded animal that will fight existentially.UT is on top of this NCAA investigation. Admin knew it was coming, and it was inevitable. The NCAA thought UT was not punished sufficiently last year, they did not like the support UT brought in and they were not through with UT. UT did not appreciate the way the NCAA said one thing and did another, and UT admin did not appreciate the late add-ons.
Everybody put a good public face on it, but neither side was happy with the other or the outcome of the investigation. Coming after UT as a repeat offender was always going to happen. The NCAA wanted to make an example out of big powerful school, and UT has been painted as a rogue program in multiple sports. (Hint: baseball.) This is unfinished business, and UT is prepared to finish it.
