Do they want more fans, specifically Volunteer fans? Does drafting more VFLs bring in more of those? It seems that you'd want every fan you can get. More jersey sales = more $. Obviously your priority should be on winning. Winning brings in more fans so you don't draft simply because of the college they played at. I think if all else was equal between two choices, it might be wise to pick the VFL. It does appear to me on the surface, the Titans have avoided picking the VFLs.

It would be difficult to do this with a fast pace offence that does not substitute but in most college games there are many substitutions and slower paced offenses where fake injuries need to be addressed in some way.So it wasn't a comment about tempo and substitutions?
I won't worry much if Lane Kiffin substitutes for a third stringer to fake an injury against an offense that going slow and making substitutions. That seems like an odd thing to worry about.
Otherwise, temp and rules will work the same for whomever is running tempo.
