Campbell's recruiting is almost identical..Recruiting to a school is all relative. Here are the team talent composites (includes transfers in/out) for Minnesota since they began tracking it. He has definitely improved their recruiting.
2015 - 64th
2016 - 59th
2017 - 63rd (Y1 Fleck)
2018 - 48th
2019 - 46th
2020 - 45th
2021 - #35 Class (team talent ranking yet to be released)
This year's TT would likely be ~40th. That is a 23 spot improvement since he arrived. He sure as heck can recruit. More importantly, dude wins. We need a WINNER, not a recruiter. UT recruits itself.
Maybe. He’ll leave when he’s ready. As for now he’s told the NFL no, and said he wasn’t interested in the Longhorns after Herman was fired. Maybe he’s holding out for one college job or maybe he’s just happy where he’s at for now. Doesn’t mean it can’t change in another year or two.If he remains at ISU, that's what he'll become. He's never going to reach his potential there.

I'm not saying he should come here, because he's had better options IMO, but I do disagree with your statement. We have far more to build with than ISU does. He would have been better off taking one of those other options, but we are absolute a better place to build a winning program, if you can do it. We have so much more to offer.He’s probably better off where he is than if he came here if we are being honest. Campbell has turned down several high profile jobs.
