The Freedom of Information Act is the law that requires public institutions and the like to release information to the public, media and what not. According to that article, before, things we released three days after happening. Now, the institution has 90 days to wait before they have to release it.
What kind of info are we talking about?
Anything that the media requests through the Freedom of Information Act. Just like the request that was made for Butch's phone records. As the article states, allowing them 90 days means they can structure something during a certain time of year knowing that people won't care in 90 days. Again, nothing that will bring wins; it is just a way to protect to make things tougher for the media.

This whole phone record thing is great news IMO. It means that this is the best they could do to try and keep the story in the news and drag UT's name down. They're running out of bullets in their gun if the best they could come up with is Butch calling people.

I remember reading about the growth of mustaches by young baby boomers and how at the time it was a sign of rebellion because people expected everyone to be clean shaven. It's crazy the arbitrary rules we put on people. Some just want to control everything about a person.
