They don't consider the charges. What part of that do you not understand?
It's an irrelevant hypothetical anyway because that money was contributed to a non-profit in Minnesota. They can't bail someone out in Wisconsin. However, if this were in Minnesota, they don't look at the charges...at all.
Maybe I wasn't being clear. I did read the article and it's more than about the charges. How many people knew much of anything about those cited with the more serious crimes? How many knew their donations were ever meant do be used in that capacity? If nobody notices where the money is going it doesn't draw much attention if a more violent case runs through.
And then (for the last time pointing out) we're talking about THIS GUY. There is no behind the scenes. You're inviting scrutiny of "My donations are bailing WHO out!?" You think these people want to have to defend bailing out a guy as nationally toxic as the Kids and Grannies Christmas Parade Killer? Again, you may believe otherwise but there's not a chance in hell I'd want my organization associated with that dude.
