Why would they winterize? Do you build a home the same in San Antonio as you would in Minnesota? No. Are the building codes the same for someone living on the beach as someone living on a mountain? No. Why is that? Do different climates and environmental locations necessitate different requirements due to historical and scientific data? Yes. A lot don't. Do people in Florida winterize? No. Do they own winter coats? Most don't unless they plan on travelling during the winter months. Do people in Ohio have generators for hurricane season?
