Great idea, but doubt it will pass. House and Senate members routinely use additions to bills as leverage, both positive and negative, and hold the voting records of their opponents up during election season. It's part and parcel of Washington corruption.

Hope your employer stops paying you too. A Government shutdown does absolutely nothing but negative. Would like to hear one single good thing from a Government shutdown.
