Stop with your conspiracy crap. Now he does have an interesting way around it. It will still get tied up in courts. He could use DOD Unallocated DOD funding to build structures, which already has congressional approval though not for this intent, and it would probably hold up to legal challenges. But if he tried just the emergency act it will get slapped down. Truman tried it when he tried to nationalize steel in this country. It was blown up by the courts. Should be interesting to see the next moves.

I think he’s going to get around it. End the shut down and use already “allocated funds” from the DOD to do it. Now it won’t be completed before he is done in office. So the next question would be if he isn’t re-elected does it get killed.
