Unless I just heard wrong, Fairfax County now reporting only 45% of the early votes have been counted. This percentage despite the claim they would be counted first.

so the explanation on Fox made sense - the % in is an estimate based on prior elections and predicted turnout. as real counts come in when there is higher than expected turnout then you see the % est is too high and thus the change from 96 to 94
