No he, just like every other president that we've had over the past few decades are controlled by Israel and Saudi Arabia. Hilary would be at war with Iran if she would have been elected too. No, they can repeal, replace or amend the War Powers Act and subsequent authorizations congress has given the executive branch by passing a bill in the house and senate. It would need to be veto proof but no constitutional changes necessary.

Many of his base don't agree with getting involved in yet another war in the ME. It's was what he ran on and in the end if trump does signal war with Iran, he will lose the election.
