So to be clear, when these guys run out and say that sanctions are designed to hurt the leadership and are not targeted to towards the people of Country X, are you saying they are actually lying? Because what you are saying is that you cannot separate the people from the military or the leadership.

Also, I guess the attacks on 9/11 are justified since the people of America are just as culpable of the actions of our military.
