For the most part I'd say that's a qualified false. Great expense goes into making weapons very discriminate. Guided precision weapons have done more to reduce collateral damage than about anything I can think of. The R9X was created without an explosive payload of any kind for the actual purpose of reducing harm outside the intended target.

Anyway outside of total war "indiscriminate" weapons are largely inefficient ones.
