I read something about some European countries getting together on a multi year contract to replenish, and one person mentioned the cost of expecting companies to maintain idle capacity to be able to increase production when needed.

Two things, the first you've pointed out already. Documenting your war crimes for posterity is not a good idea.

The Georgian government is trying to pass a foreign agents law that will force NGOs to register as foreign actors. Many of the opposition fear its inspired by Russia and they don't want it because it will make joining the EU/NATO more difficult per those organizations.

The deadline has come and gone apparently. The protesters are now surrounding parliament.

The current Georgian government isn't openly pro-Russia but they do have a cozy relationship with the oligarchs. The Prime Minister's party is pushing this through and the President issued a statement yesterday coming out in support of the protesters and condemning the bill.
