This is why you see a 7:1 kill ratio in favor of Russia and is more likely 10:1 in Bakhmut...and no, that isn't counting civilians. That is only counting military fighters. Russia struck 9 barracks the other night, I think Ukraine struck 1 a few days ago. Even that is lopsided.
Anyone discounting the 7:1 ratio (which is too low in current fighting) is doing so while ignoring all evidence on the ground.
they have pretty clearly taken a "If I can't have it, you can't have it either" mindset when it comes to this war. They are straight up destroying cities to take them. There is even a named military strategy for this that Russia has used in the past to win wars they were losing. Scorched Earth. It hurt the Nazis, and Napoleon. Allowing Russia to lose most of "European Russia" where their manufacturing and population have historically been, and still win the war. If Russia is afraid they are going to be pushed back, and possibly lose the territory that would be hurt by the fallout, why wouldn't they blow it up?What would Russia have to gain from trying to do something to a nuclear power plant when the blowback would damage Russia just as much, if not more than Ukraine?
