I can think of several times in the recent past where it can be justified and necessary.

In Putin's case, he waited 7-8 years for Minsk ceasefire agreements to be implemented. Had that happened, we wouldn't be where we are now.

Nah. Aside from money being sent to Ukraine, this will not affect my life. These are two poor countries with little going for them having a slap fight. Russia's total GDP is less than Texas. Ukraine's is less than Kansas.

Depends if you consider "shaping" operations as part of an offensive.

They have been systematically, albeit quietly, taking out a lot of Russian artillery, ammo storage, and personnel barracks in the past month or so. Very similar to their strategy last offensive.

Bless Rasvanskys heart, he finally included Moskva into his list of things that supposedly didn't happen. In his world its still be toed to a dry dock for regularly scheduled maintenance instead of sitting on the bottom of the black sea as a tomb for 100's of ivans.
