If he attacks NATO aircraft, Section 5 is enacted, and then all the West is at war with him. The absolute LAST thing Putin needs right now is the US entering the war. He's already getting his ass handed to him by Ukraine alone. It's become evident that the Russian armed forces are far more pathetic than we could possibly have imagined. It is clear that Russia would be absolutely ANNIHILATED by NATO and the US.
No boots on the ground. Just air defense. If attacked, these planes have the right to defend themselves.
The strategic objective is to simply neutralize Russia's air offensive advantage.

The best path here would be to give him some wiggle room, give him a fall back option and hope he takes it. The alternative is likely MAD.

I don't think that would be a deal breaker honestly. They could join the EU and the west could bolster their military.
