Just my observations from the fact that a cop held a drug addled guy on the ground for several minutes, and no one in an official capacity seemed to be involved until time came to duck and cover. Typical bureaucratic behavior in action - a big disconnect between the blunt end and the sharp end of the stick. One end doesn't know (or really care) what the other end does unless things go wrong, and then there's a lot of "No, no, that's not how we do things." And from the other end "You wouldn't know because, you've never been here - or at least not in recent history."

Several doesn't solely mean three or four. The term several varies it's meaning based on context and compared total. Several is defined as more than three and less than most. In the context of minutes, the compared total could easily be out of one hour or 60 minutes, therefore, several is applicable to GFs time-line.
