just like most of the gun laws here in the states gun laws have an incredibly racist history and present. the first state with any real gun control laws outside of their constitution, was South Carolina, after the civil war, for black people. lets not forget the federal government made sure the native americans were all disarmed, I am sure its a coincidence that all the biggest tragedies only happened AFTER they were disarmed. There is a reason Kipling was talking about centralized power and "ordering the guns to kill" in that poem you continue to quote but not understand.
