Not all, just most. The battle is over whether it's 3%, 10%, or 15% that break the cycle......and that's a big difference.So those districts and students are destined to fail in perpetuity based on the priorities of the parents. Like I said, hopeless.
Think of it as interest rates. 15% over the long run is exponentailly better that 3%.
Plus there are other variables society isn't willing to address.
