Real reason they tried to vote down - Sandy hit D areas

I'd say that was more of a concession to the Ds to give the Rs a chance for debt ceiling and business disaster relief incentives. The Rs later used that debt ceiling window to pass TCJA in Budget Reconciliation process.

But yeah, it was the same stuff plus marine debris cleanup and restoring part of the NOAA computer forecasting budget Trump cut earlier in year...
