I agree, and the reason it won't happen is it's the same as how people bargain. Neither side starts with what it wants. You always ask for more, and hope that compromise is near what you wanted in the first place, so starting in the middle is a recipe for a shift to the other side. The GOP has generally played that game too long, and it's a big part of the reason the country is bankrupt fiscally and socially.
