He didn't say what was in that meme regarding executive orders. Biden was very specific that he would sign executive orders to undo Trump's. Biden said that executive orders in some particular cases would make a dictator. He was not only being misquoted... what he did say about executive orders and dictators, deserved context.

Joe Biden didn't say this quote. This is what Biden said regarding executive orders:

"There are things you can't do by executive order unless you're a dictator." - Joe Biden

He was talking about not using an executive order to raise taxes on corporations or wealthy people.
