Id say the odds of 80% of their nukes being wholly inoperable is around 100%.It costs us ~$60 billion a year to adequately maintain our nuclear deterrent forces.
That's $4 billion less than Russia's annual defense budget, before 15-40% is stolen.
I'd say the odds of them nuking themselves if they attempted a launch are close to 100%.
